"story_summary" => "PYONGYANG, North Korea -- The heart of this city, once famous for its Dickensian darkness, now pulsates with neon. Glossy new construction downtown has altered the Pyongyang skyline. Inside supermarkets where shopgirls wear faux French designer labels, people with money can buy Italian wine, Swiss chocolates, kiwifruit imported from New Zealand and fresh-baked croissants. They can get facials, lie in tanning booths, play a round of mini golf or sip cappuccinos. Nearly 2 million people are using cell phones. Computer shops can't keep up with demand for North Korea's locally distributed tablet computer, popularly known here as "iPads." A shiny new cancer institute features a $900,000 X-ray machine imported from Europe. Pyongyang has long been a city apart from the rest of North Korea, the showcase capital dubbed a "socialist fairyland" by state media. But a year after new leader Kim Jong Un promised publicly to bring an end to the "era of belt-tightening" and economic hardship in North Korea, the gap between the haves and have-nots so far has only grown with Pyongyang's transformation. Beyond the paved main streets of the capital, life remains grindingly tough. Food is rationed, electricity is a precious commodity and people get around by walking, cycling or hopping into the backs of trucks. Most homes lack running water or plumbing. Health care is free, but aid workers say medicine is in short supply. ___ For decades, North Korea seemed a country trapped in time. Rickety streetcars shuddered past concrete-block apartment buildings with broken window panes, chipping pastel paint and crumbling front steps. But since 2010, as part of the campaign to build a new city for their new leader, Pyongyang has been under construction. Scaffolding covers the fronts of scores of buildings across the city. Red banners painted with slogan "At a breath" – implying breakneck work at a breathless pace – flutter from the skeletons of skyscrapers built by soldiers. Often, the soldiers are scrawny conscripts in thin canvas sneakers piling bricks onto stretchers or hauling them by hand. In 2011, they set up temporary work camps along the Taedong River, makeshift shantytowns decorated by red flags. Their work focused on downtown Changjon Street, where ramshackle cottages were torn down to make way for department stores, restaurants and high-rise apartments. Today, the street would not look out of place in Seoul or Shanghai. Indeed, many of the goods – Hershey's Kisses, Coca-Cola and Doritos – on sale at the new supermarket were imported from China and Singapore. "What is a `delicatessen'?" a North Korean asked as a butcher in a white chef's hat sliced tuna for takeaway sashimi beneath a deli sign written in English. Upstairs, baristas were serving Italian espressos, bakers were churning out baguettes and white wedding cakes. ___ One new Changjon Street resident, Mun Kang Sun, gave The Associated Press a tour of the apartment she and her husband were granted in recognition for her work at the Kim Jong Suk Textile Factory. A framed wedding portrait hangs on the wall above their Western-style bed. There's a washing machine in the bathroom, an IBM computer in the study and a 42-inch widescreen TV. AP was not allowed to visit other apartments to compare whether the furnishings are typical for Pyongyang residents. Orphaned as a child, Mun said she began working in factories at age 16. She earned the title "hero of the republic" after exceeding her work quota by 200 percent for 13 years. She says she accomplished that by dashing around the factory floor operating four or five machines at once. "When we heard the news that we'd get a nest where we can rest, and we got the key for our apartment and took a look around, we were totally shocked because the house is so nice," said her husband, Kim Hyok. "It's still hard to believe this is my home; it still feels like we're living in a hotel." Though the apartment has faucets, old habits die hard. The bathtub was still filled with water, a bucket bobbing in the tub, as in countless homes across the country where water is pumped from a well, carried in by hand and used sparingly. ___ Elsewhere in the city, aging buildings are getting upgraded. But most are still drafty, the walls poorly insulated, even in the capital. Elevators and heat are rare. North Koreans are accustomed to wearing winter jackets and thermal underwear indoors from October to April. Power cuts have been less frequent in Pyongyang since the opening of a hydroelectric power station to the northwest, but it's still common for the lights to go out in the middle of dinner. Most people just carry on drinking and eating. Outside Pyongyang, nightfall comes early. In Ryonggang, west of the capital, lights were out as soon as the sun set. At one inn, two women stood chatting quietly in a lobby lit with a candle as a shrill voice from a radio broadcast chortled from loudspeakers nearby. Kim Jong Jin's farm cottage in Hamhung has a generator, allowing him and his wife to watch DVDs at night on a TV they carefully cover during the day with a frilly lace veil. Their thimble of a home is simple but spotless, the papered floors clean enough to eat from. Water is piped into a well in the kitchen. Heat comes from the traditional Korean "ondol" system of feeding an underground furnace with wood. Waste is turned into methane gas for cooking. Food for the household comes from the garden outside. But not everyone lives in such relative comfort as the Kims, whose home government officials are willing to show off. There are stark signs of poverty across the country. A mother huddles over a child as she sits shivering by the side of the road. Barefoot boys in a village destroyed by floods scamper about dressed in little more than underwear. Sharp shoulders and splotchy faces betray the gnawing hunger of young soldiers. Beyond the paved, pocked highways that radiate from Pyongyang, there are few roads between the denuded mountains, just dirt paths that become dangerously muddy with rainfall and treacherously slippery in winter. Villagers struggle to clear snow with makeshift shovels crafted out of planks of wood. Private cars are a rarity outside the capital, and gasoline is scarce. In Hamhung, North Korea's second-largest city, soldiers cram into the backs of trucks powered by wood-burning stoves that send smoke billowing behind them. Goods are strapped to the back of bicycles, from firewood to dead pigs. Old men sit crouched by the side of the road with bike pumps, offering to fix flats. Oxen, and people, plod past pulling carts. The closest most may get to the capital in their lifetime is by seeing it on state TV. For them, Pyongyang would truly seem like a fairyland. ___ Life in the North Korean countryside would be familiar to South Koreans old enough to recall the poverty in their nation just after the Korean War. Indeed, into the 1970s, North Korea was the richer of the two Koreas. Today, newly affluent South Korea has the world's 15th-largest economy. In North Korea, meanwhile, two-thirds of people struggle to find their daily meal, according to the World Food Program. North Koreans acknowledge the devastating economic loss of the Soviet safety net in the early 1990s. But they blame the county's growing international isolation on the U.S., its Korean War foe, which has led efforts to punish North Korea for developing its nuclear weapons program. Pyongyang instead has turned to fledgling trade with companies in China, Singapore, Indonesia, Italy, Egypt and elsewhere. These joint ventures keep the shelves in the capital stocked with goods, computer labs filled with PCs, streets crowded with VWs, in spite of sanctions. For years, foreign goods and customs were regarded with practiced suspicion, even as they were secretly coveted. Kim Jong Un has addressed that curiosity by encouraging trade and by quoting his father in saying North Korea is "looking out onto the world" – a country that must become familiar with international customs even if it continues to prefer its own. Kim has not made it significantly easier for North Koreans to travel, channel surf or read travelogues posted online, but he is arranging to bring the Eiffel Tower and Big Ben to them in the form of a miniature world park slated to open later this year. The flow of cash and goods has created a burgeoning middle class in the capital. Pyongyang now has a parade of fashionistas in eye-popping belted jackets, sparkly barrettes clipped to their hair, fingernails painted with a clear gloss. At one European-style restaurant last week, a young couple on a date sipped cocktails topped off with Maraschino cherries and feasted on pizza, their cellphones laid on the table. At one beauty salon, the rage is for short cuts made popular by singers from the all-girl military Moranbong band who have jazzed up North Korea's staid performance scene with their bobbed hair, little black dresses and electric guitars. "There are so many young women asking to get their hair done like them," hairstylist Chae Cho Yong said. ___ While the differences between the showcase capital and the hardscrabble countryside are growing starker, one thing remains the same: the authoritarian rule and the intricate web of laws governing life in the Stalinist state. Even as they laugh, North Koreans calibrate their words. Criticism of the state and leadership is not only taboo but dangerous; when asked for their opinion, most people parrot phrases they've heard in state media, still the safest way to answer questions in a country where state security remains tight and terrifying. Very few have access to the Internet, cable TV, international phone lines. It's still illegal for them to interact without permission with foreigners, who are kept on a tight leash and discouraged from making impromptu visits to homes, shops, restaurants and offices. Around Chae, the cavernous barber shop was empty, not a single customer in the brand new swivel seats. "story_summary" => "By Kathy Finn NEW ORLEANS, April 27 (Reuters) - Musician Troy Andrews, better known as "Trombone Shorty," witnessed his first New Orleans Jazz & Heritage Festival at age 12 - not from the viewing area but on stage. "I was playing with my brother's brass band," said Andrews, now 27. At this year's New Orleans Jazz & Heritage Festival, Andrews will be given a high honor. He will perform for the first time as the closing act of the final day on the biggest stage. That time slot previously had long been occupied by one of New Orleans' most famous bands, the Neville Brothers. The festival, which began Friday and ends May 5, has music lovers filling the walkways linking 12 stages arranged across 150 acres of the festival grounds, not far from downtown. During the next two weekends, some 500 bands will perform at the festival, including a sprinkling of big names from Billy Joel, Dave Matthews and Adam Lambert to Jill Scott, George Benson and Willie Nelson. The stars will help draw some 400,000 people through the gates over the seven days of the festival, but many fans are interested in less famous local performers such as Trombone Shorty and Orleans Avenue, Rebirth Brass Band, Irvin Mayfield, Anders Osborne and Tab Benoit, among the 400-plus bands in the lineup that hail from New Orleans and the surrounding area. "I can't believe the mix of music here," said Keith Oliver, who came to the festival from Richmond, Virginia. "I don't know where else you could hear great blues, jazz, gospel and all the rest all in one place," Oliver said as he and his wife merged into the sea of flowered shirts and sun hats heading for the next stage. Festival producer and director Quint Davis said the festival showcases New Orleans' "musical DNA." "People in New Orleans are wired different for music," he said. "It's not just entertainment here, it's sustenance. It's like po-boys and fried oysters - we can't live without it." Davis, in his 44th year of producing the festival, said he continues to be impressed by the depth of the local talent pool. That enables him to book one out-of-town headliner per day on each stage and fill all the remaining slots with Louisiana bands in genres including jazz, blues, gospel, R&B, hip-hop, Cajun, zydeco, Latin and Caribbean. PASSING IT ON Davis said what distinguishes the New Orleans sound has to do with history. "No matter what genre they're playing, a lot of this music has been passed through many generations," he said. Trombone Shorty, one of the hottest musical artists in New Orleans, is an example of that history. His brother gave Andrews his nickname years ago, he said. Andrews wields a trumpet as easily as the trombone and is also skilled at keyboards, drums and songwriting. His music mingles jazz, funk, hip-hop and soul in high-energy compositions that rev up audiences on frequent tours that take him across the country and abroad. Andrews has played at the festival nearly every year since his first appearance, and this year, Davis contacted him about performing in the final festival slot. "Quint Davis sent me a text saying it could be time for the passing of the torch and he asked if I'm ready," Andrews said, recalling how the scheduling came about. Landing the time slot "is a dream come true" for a young man who grew up among the city's most famous musicians. Andrews' grandfather, R&B singer-songwriter Jessie Hill, made musical waves in the 1960s working with Ike and Tina Turner, Sonny and Cher and New Orleans artist Dr. John. Andrews' uncle played in Fats Domino's band "way before my time," he said, "and just about every brass band in the city had a member of my family in it." As a kid growing up in the Treme neighborhood, Andrews hung out with the Neville family and often "sat in" when the Neville Brothers played around town. "I was put on so many different musical stages growing up that I didn't think about what kind of music we played," he said. "I just thought music was music." Andrews said he was keenly aware that local musicians have a responsibility to pass musical styles from one generation to another. "story_summary" => "WASHINGTON - The Federal Aviation Administration said that the U.S. air traffic system will resume normal operations by Sunday evening after lawmakers rushed a bill through Congress allowing the agency to withdraw furloughs of air traffic controllers and other workers. The FAA said Saturday that it has suspended all employee furloughs and that traffic facilities will begin returning to regular staffing levels over the next 24 hours. The furloughs were fallout from the $85 billion in automatic-across-the-board spending cuts this spring. The furloughs started to hit air traffic controllers this past week, causing flight delays that left thousands of travelers frustrated and furious. Planes were forced to take off and land less frequently, so as not to overload the remaining controllers on duty. The FAA had no choice but to cut $637 million as its share of $85 billion in automatic, government-wide spending cuts that must be achieved by the end of the federal budget year on Sept. 30. Flight delays piled up across the country Sunday and Monday of this week as the FAA kept planes on the ground because there weren't enough controllers to monitor busy air corridors. Cascading delays held up flights at some of nation's busiest airports, including New York, Baltimore and Washington. Delta Air Lines canceled about 90 flights Monday because of worries about delays. Just about every passenger was rebooked on another Delta flight within a couple of hours. Air travel was smoother Tuesday. Things could have been worse. A lot of people who had planned to fly this week changed their plans when they heard that air travel might be difficult, according to longtime aviation consultant Daniel Kasper of Compass Lexicon. "Essentially what happened from an airline's perspective is that people who were going to travel didn't travel," he said. But canceled flights likely led to lost revenue for airlines. Even if they didn't have to incur some of costs of fueling up planes and getting them off the ground, crews that were already scheduled to work still had to paid. "One week isn't going to kill them, but had it gone on much longer, it would have been a significant hit on their revenues and profits," Kasper said. The challenges this week probably cost airlines less than disruptions from a typical winter storm, said John F. Thomas, an aviation consultant with L.E.K. Consulting. "I think the fact that it got resolved this week has minimized the cost as it was more the inconvenience factor," Thomas said. The budget cuts at the FAA were required under a law enacted two years ago as the government was approaching its debt limit. Democrats were in favor of raising the debt limit without strings attached so as not to provoke an economic crisis, but Republicans insisted on substantial cuts in exchange. The compromise was to require that every government "program, project and activity" – with some exceptions, like Medicare – be cut equally. The FAA had reduced the work schedules of nearly all of its 47,000 employees by one day every two weeks, including 15,000 air traffic controllers, as well as thousands of air traffic supervisors, managers and technicians who keep airport towers and radar facility equipment working. That amounted to a 10 percent cut in hours and pay. Republicans accused the Obama administration of forcing the furloughs to raise public pressure on Congress to roll back the budget cuts. Critics of the FAA insist the agency could have reduce its budget in other ways that would not have inconvenience travelers including diverting money from other accounts, such as those devoted to research, commercial space transportation and modernization of the air traffic control computers. President Barack Obama chided lawmakers Saturday over their fix for widespread flight delays, deeming it an irresponsible way to govern, dubbing it a "Band-Aid" and a quick fix, rather than a lasting solution to the spending cuts known as the sequester. "Republicans claimed victory when the sequester first took effect, and now they've decided it was a bad idea all along," Obama said, singling out the GOP even though the bill passed with overwhelming Democratic support in both chambers. He scolded lawmakers for helping the Federal Aviation Administration while doing nothing to replace other cuts that he said harm federal employees, unemployed workers and preschoolers in Head Start. "story_summary" => "From Climate Central's Andrew Freedman:[1] For a political candidate, being labeled a “flip-flopper” can be a career killer. Just ask Secretary of State John Kerry, who lost his 2004 presidential race in part because of his reputation for voting against bills before he voted for them. Increasingly, though, the label also applies to North American weather, which has been lurching from one extreme to the next in a pattern that is consistent with global warming. Climate studies[2] have warned us to expect more frequent and intense extreme events, such as heavy rain and snow storms, along with heat waves. While weather variability is nothing new, the wild swings in weather — termed "weather whiplash[3]" and that have recently occurred across the Midwest and South Central states during the past few years, from record flood to record drought[4] and back to record flood — may be an example of what’s in store as global warming[5] continues to alter the atmosphere. As exhibit A, consider what is going on right now in the nation’s heartland. Chicago has already had its wettest April on record[6], with nearly 9 inches of precipitation, and its wettest start to the year, with a little more than 17 inches of precipitation so far. That compares to the 26.91 inches of precipitation that fell during all of 2012 (weather records in Chicago date back to 1871). Chicago had a bout of especially heavy rainfall on April 17-18, which set a record for the heaviest two-day rainstorm there, and which led to major urban and river flooding. The wet and cool conditions in Chicago this spring are a sharp reversal of fortune compared to last year, when the city experienced its warmest March on record, and severe drought conditions were taking hold starting in April. “This year, of course, we cannot buy any spring warmth,” said a report[7] from the National Weather Service in Chicago. The heavy rains in the Midwest have helped to raise Great Lakes water levels from record lows set during last year’s drought to more average levels. According to WGN-TV meteorologist Tom Skilling[8], the U.S. Army Corps of Engineers[9] has found that Lake Michigan's level had risen by 9 inches during April alone. “Each inch increase on Lake Michigan is the equivalent of 390-billion gallons of water, so we're talking about a whole lot of water there,” Skilling wrote on his Facebook page. “We've more than halved the deficit in Lake Michigan's water level between this year and last. Lake Michigan — only a month ago 17 inches lower this year than last — is now just 7 inches lower than a year ago. And the other Great Lakes have posted water-level increases since April 1 as well,” Skilling wrote. In August 2012, drought had left runoff in the Upper Mississippi River Basin in the bottom 10 percent. Now, water levels are in the top 95 percent. (Click image to enlarge. Credit: Climate Central.) Other areas have also been experiencing sudden shifts in the weather, particularly the Ohio and Mississippi River Valleys. Record rains in the Ohio Valley in 2011 caused the Mississippi River to reach record to near-record crests[10] downstream from the intersection with the Ohio River. At New Madrid, Mo., the crest of 48.35 feet on May 6, 2011 was the highest recorded, forcing the Army Corps of Engineers to blow up levees along the river to lower water levels. That flooded farmland, but saved more heavily populated areas. Yet just 15 months after the record flooding, on Aug. 30, 2012, the river dropped to the lowest level on record[11] at New Madrid. That forced the Army Corps to reverse tactics, this time dredging the river to try to ensure the river remained navigable for barge and ship traffic. Now the river is back in flood, with record highs noted in some locations along the Mississippi River’s tributaries. “The recent flooding is due to an inordinately wet April,” said NWS climate services program manager Victor Murphy. “Portions of northern and central Illinois and eastern Iowa have received from 200 percent to 400 percent of normal precipitation over the past 30 days," Murphy said. While spring flooding is typical in the Midwest as snow cover melts and heavy spring rainfall occurs, the recent extreme swings between record dry conditions and record flooding are anything but normal. The swings may be connected in part to climate change, since the atmosphere is now carrying more moisture than it used to due to warming air and ocean temperatures. Climate studies have projected that precipitation extremes will become more frequent and severe. Some studies have already found an increase in heavy precipitation events[12] across the Northern Hemisphere and in North America, including in the Midwest. The proximate cause for the floods and the drought have had to do with sharp and extended variations in the jet stream, which in the case of flooding means storms were steered into the Midwest, or in the case of drought means they were steered away from the region. However, the long-term increase in water vapor due to manmade global warming acts to worsen both extremes by providing more water for storms to work with, therefore dumping heavier rains, or making temperatures hotter than they otherwise would be during a drought, thereby drying soils out even more. Some recent studies[13] have also linked increased variability in the jet stream itself to rapid Arctic climate change, and this is an area of ongoing scientific research. According to a draft federal climate assessment[14] released in 2012, heavy precipitation events in the U.S. have increased during the past half-century. Managing increased variability, with the climate lurching from dry to extremely wet and back again, is already putting a strain on businesses and municipalities that have to manage the consequences, from shipping companies trying to move their products along a shrunken or swollen Mississippi River to cities trying to prevent flooding of entire neighborhoods. Another area that has suddenly reversed its fortunes is the state of Georgia, which got rid of its two-year drought in just two months. As recently as February, 81 percent of the state was in drought. But heavy rainfall that began late in February and continued through April has slashed the portion of the state in drought conditions down to a measly 2 percent. “This is due largely to Georgia having its wettest February on record, with a statewide average precipitation of 9.92 inches, or more than double the 100-year average of 4.5,” Murphy said in an email conversation. So yes, when it comes to the atmosphere, the flip-flopper label certainly applies, at least lately. And we better get used to it.
